The Peruvian government has extended the 'state of emergency' for another 30 days in the capital, Lima, and the neighboring Callao province. This measure, initially implemented in October, aims to reinforce actions against criminality and other forms of violence affecting internal order, as reported by the official daily 'El Peruano' and picked up by Agencia Noticias Argentinas. The decision, outlined in a Supreme Decree, will take effect from this Friday, November 21st. The Peruvian National Police (PNP) will maintain internal order with the support of the Armed Forces. This extension will allow the PNP to define intervention zones based on intelligence, indicators, crime statistics, and maps. The funding for these actions will come from the institutional budget of the involved agencies and additional resources authorized by the Ministry of Economy and Finance. The Supreme Decree is endorsed by President José Jerí, the head of the Cabinet Ernesto Álvarez, and several ministers. During the 'state of exception', the provisions of Article 137 of the Peruvian Constitution will apply, which includes the restriction or suspension of rights related to the inviolability of the home, freedom of movement or assembly, and personal security. Mass religious, cultural, and sporting events will require prior authorization from the competent authorities. President José Jerí had previously announced the extension, stating, 'It is evident the war in which we are against them.' He mentioned that upon assuming the presidency, he found crime rates on the rise with 'inaction' from the State. However, he indicated that his administration has managed to control the growth of crime and that the next step is to make the figures decrease. 'Second, we are not being intimidated by crime, which reacts to any action by the State,' he emphasized.
